Javier has over 20 years of experience in the energy sector, having led technological companies. Over the course of his career, he has held prominent leadership roles, including Chief Strategist at eks Energy / Hitachi Energy PCP, based in Seville, and Chief Executive Officer at eks Energy in San Diego, where he spearheaded strategic initiatives and drove the company’s growth. Prior to these roles, he served as Chief Executive Officer at Green Power Technologies for nearly two decades, where he established a strong foundation in energy solutions and innovation. Javier’s professional journey began as a researcher at the University of Seville, where he contributed to advancements in telecommunications, power electronics and energy systems.
He possesses a deep understanding of the entire value chain of battery energy storage systems (BESS), from manufacturing to deployment. His expertise includes advanced technical skills in designing, executing, and operating utility-scale BESS systems, as well as evaluating their performance, degradation, cycles, and guarantees. He is well-versed in market standards, supply chain economics, and CAPEX/OPEX analysis, with significant experience managing all aspects of BESS systems, including technical design, contractual agreements, and seamless coordination among OEMs, EPCs, and system integrators. Javier has worked on diverse applications ranging from standalone systems to hybridized and island-scale deployments, including mega GWh-scale projects. Additionally, he has navigated regulatory and homologation frameworks across multiple jurisdictions, including North America, Europe, Chile, the Middle East, and Australia. His proven ability to handle complex disputes related to performance, design, and battery degradation, both in pre-litigation and litigation stages, further highlights his extensive capabilities in this field.
Javier holds a degree in Telecommunications Engineering from the University of Seville and an Executive Master in Entrepreneurship from the prestigious China Europe International Business School (CEIBS) in Shanghai.
He has over 25 years of experience in the electrical and renewable energy sectors. His professional journey began in 1998 at the Andalusian multinational ISOTROL, later joining the ENDESA Group in 2000 as Head of Telecommunications Projects at ENDITEL, ENDESA INGENIERÍA DE TELECOMUNICACIONES, now ERICSSON.
In 2004, he was appointed Head of the Southern Zone for ENDESA INGENIERÍA, where he actively participated in turnkey construction projects for numerous wind farms, photovoltaic plants, HV power lines, and substations in the Strait of Gibraltar area, Seville, Badajoz, Málaga, and the Canary Islands. His work encompassed both technical-economic management and the coordination of teams and contractors, consolidating solid experience in the execution of complex energy infrastructures.
In late 2006, he joined GABITEL INGENIEROS as a Partner and Director, successfully transforming this small company into a multinational with over 200 employees, subsidiaries in the United Kingdom and Germany, and projects developed in 12 countries worldwide (Argentina, United States, France, Philippines, Netherlands, etc.). Under his leadership, the company diversified its service portfolio, establishing itself as a benchmark engineering firm in Spain for electrical grids, renewables, and telecommunications.
GABITEL, ultimately, is one of the companies with the most extensive experience as an MV/LV Grid Engineering partner for ENDESA, having carried out contracts of this type in 12 Spanish provinces since 2006. These contracts included, among other activities, the responsibility for conducting Technical Studies for New Supplies similar to those described throughout this proposal.
During his time at GABITEL, he continued to participate in numerous Renewable Energy projects, covering the entire project lifecycle: engineering, permitting, construction management, commissioning, etc. During his final years with the company, he expanded activity in this sector, taking a further step towards the promotion and development of photovoltaic installations and green hydrogen production plants.
Furthermore, in 2022, in collaboration with the UNIVERSITY OF HUELVA, he founded the GABITEL GREEN HYDROGEN CHAIR, which promotes numerous research, dissemination, and training projects and activities in this field, in collaboration with innovation centers, public administrations, and the business community.
Currently, he is the Founder and CEO of 10G FORCE, a company that provides specialized Engineering and Consultancy services in the Renewable Energy, High Voltage Electrical Installations, Environment, Industry, and Ports 4.0 sectors.

His training as a Forestry Engineer and international auditor for FSC, PEFC, AWS, and SURE, combined with a technical and multidisciplinary vision, has allowed him to successfully combine business, consulting, and institutional tasks, holding positions of high responsibility.
Throughout his career, he has combined various key roles that reflect the breadth and depth of his professional profile. Since 2004, he has been a founding partner and Director of AGROFORESTAL ACEBO, S.L., leading multiple initiatives focused on environmental management.
His role as a lead international auditor in Southeast Asia and a member of the Decision Board for the German multinational GFA Certification GMBH since 2012, as well as his work as an expert auditor for the Alliance for Water Stewardship (AWS) since 2022, establish him as a reference in environmental standards.
